Abstract: Count me in! reports on Plan's global campaign for universal birth registration (UBR) programs from 2003 to 2006. Birth registration is essential to a child’s place in the world and his or her access to legal, political, social, health, educational and other rights. With birth registration enshrined in the United Nations Convention on the Rights of the Child, Plan has campaigned for UBR as part of its child rights programs. This interim campaign report uses evidence from Plan's offices to identify the strengths, successes and best practice strategies of Plan's approach, along with presenting an overview of the barriers and recommended approaches to overcoming these. It also looks at the next steps to achieving an international approach to UBR, which would give all children access to their rights.
