Abstract: The thesis of this book reflects these two theories back to back: contrary to the theory of dependence, the hierarchy of the world economy is not fixed and the countries of the South are not condemned to underdevelopment; unlike the neoliberal theory, the winners of globalization are the countries that have only partially applied the rules and have had sufficient leeway to operate, through a developmental state, a strategic integration to the world economy.
