Abstract: This report analyses the current debate around concessional lending conditions and assesses how the rules should be refined to ensure that development objectives remain at the core of ODA reporting. More specifically, it looks at the loopholes of the quantitative and qualitative tests used to assess loan concessionality, highlights how some donors have interpreted the system’s ambiguity to implement rules in a way that suits their interests, and outlines concerns of inflated donors’ commitments and debt sustainability in developing countries.
