Abstract: The European Union has committed itself to considering developing countries’ interests in its policies. To investigate to what extent the EU’s raw materials strategy is coherent with its development goals, the author visited Rwanda for three and a half weeks in November 2011 to carry out a research on the country’s mining sector and development issues. This study is based on interviews conducted with representatives from the Rwandan government and the private sector, as well as consultations held with representatives of the European Commission, European civil society and the private sector.
